MADD’s 2025 Legislative & Regulatory Priorities
Lead Push for Advanced Auto Safety Technology
MADD advocates for new and existing vehicle safety systems that prevent traffic deaths and injuries caused by impaired driving and enhance roadway safety for all travelers.
- Ensure the U.S. Department of Transportation (USDOT) implements the HALT Act requiring passive advanced impaired driving prevention technology on all new vechicles, as prescribed in the 2021 Bipartisan Infrastructure Law
Drive State Reforms that Promote Prevention
MADD promotes passage of effective laws to help stop impaired driving and support victims and survivors from all communities:
- All-offender ignition interlocks: Require ignition interlocks for all drunk drivers for a minimum of six months and close loopholes that allow offenders to avoid this device
- .05 BAC: Lower illegal blood alcohol concentration (BAC) from .08 to .05
- High-visibility enforcement of impaired driving laws and equitable traffic safety enforcement: Prioritize funding and resource allocation aimed at equitable enforcement of hazardous driving behavior (e.g., impaired driving and speeding) and encourage states touse Federal Section 1906 Racial Profiling Prohibition Grants to develop and implement programs, public outreach and training to reduce the disparate impact of traffic stops
- Drug-impaired driving prevention: Ensure cannabis legalization efforts include funding for underage prevention, eduation, high-visibility enforcement and officer training
- Justice for victims: Support legislation to ensure victims of impaired driving obtain justice, such as Bentleys Law and Dram Shop laws.

MADD drives the national agenda on substance-impaired driving prevention with evidence-based approaches and original research:
- Data-drives the prevention policies that are equitable, save lives and prevent injuries
- Innovative approaches to prevention of driving while impaired by alcohol and other drugs
- Victims’ rights initiatives
Mothers Against Drunk Driving (MADD) was born out of tragedy, and for four decades has been the most influential victim and survivor organization making our roads safer. Working tirelessly to end impaired driving, MADD is fundamentally changing how our nation views this public health issue. MADD is leading the fight on the policies outlined in this document — we’ve chosen them as our top legislative priorities based on data-driven solutions that will have the greatest impact on reducing impaired on reducing impaired driving fatalities and injuries. We have numerous other policy positions and routinely provide support in those areas as well.
