MADD Virginia Law Enforcement Awards

Over 400 winners, their family members and agency staff attended our Annual MADD Virginia Law Enforcement Awards ceremony held in Richmond on December 11, 2025.  244 officers were nominated for the award by their departments. Speakers were Colonel Matthew Hanley of the Virginia State Police, Dana Schrad, Executive Director of the Virginia Association of Chiefs of Police and the Virginia Association of Campus Law Enforcement Administrators, and April Thomas, a MADD volunteer whose niece was killed by an impaired driver.

There were two highlight awards this year:

The Richmond Ford Award for most DUI arrests was awarded to Trooper Steven J, Winn with Division 1, Area 8, with 110 DUI arrests.

The Carter Hill Lifetime Achievement Award, sponsored by the South Richmond Rotary, was awarded to MPO Daniel Jackson of the James City County Police Department. Among his many accomplishments in a long and distinguished law enforcement career, MPO Jackson has won the MADD Award 19 times.
