MADD is pleased to honor and recognize each of the recipients, and nominees, for their hard work and dedication to keeping our roadways and communities safe.
2024 AWARD RECIPIENTS
Below are this year’s award and pin recipients, based on 2023 statistics, accompanied by their nomination narrative.
MADD CHOICE AWARD – Individuals selected for this award embody MADD’s mission and excel in one or more of MADD’s pillar programming areas: supporting victim survivors, educating youth, and preventing future DUI crashes through efforts to reduce recidivism.
Officer Chase Gallinger – Red Lake Department of Public Safety: Chase Gallinger had 118 drug DUI arrests for this year. During his DUI investigation, Officer Gallinger has recovered 145.8 grams of Fentanyl / Methamphetamine. (~Sergeant Paul Smith)
Officer Thomas Martinez – St. Louis Park Police Department: Officer Thomas Martinez took on the role of our DWI Enforcement Officer full time in 2023. This was a brand new position for our agency and Officer Martinez helped create what it is today. In that time he has greatly increased our DWI Enforcement in our community while also being a resource to all officers and the public on the importance of DWI Enforcement and the tragic connection to fatal traffic collisions. Officer Martinez made over 100 DWI arrests in 2023 and supported many more by promoting its importance among our officers. He has also become a resource to officers with questions on how best to locate, process and report on DWIs. He has shown himself to be a leader on his shifts, promoting good training and building up the people around him. He presented at our citizens academy and explained the importance of the Toward Zero Deaths (TZD) initiative and has led all of our agency TZD events in our city. (~Sergeant Dennis Hagen)
MADD VISION AWARD – Individuals selected for this award support MADD’s vision of creating a future of No More Victims® by going above and beyond their everyday duties. Their contributions to DUI enforcement, youth education and prevention, and/or victim survivor advocacy stand out in their community and department/agency.
Officer Jake Nelson – South Lake Minnetonka Police Department: Officer Jake Nelson started as our DWI/Traffic Safety Officer in February 2023. Officer Jake Nelson has a strong passion for DWI enforcement and spared no time in accomplishing his goal. Officer Nelson arrested 107 DWIs in 2023, more than anyone in the history of our organization. Officer Nelson was awarded our Officer of the Year Award for 2023 due to his efforts in reducing DWI related deaths. His tenacity rubbed off on the other officers in the department as well. Our agency, with only 18 sworn officers, was among the top agencies in DWI enforcement in 2023, with 244 DWI arrests. In addition to his duties as a DWI officer, Officer Jake Nelson also conducts alcohol and THC compliance checks and offers responsible server training to our local establishments.
(~Sergeant Adam Moore)
Deputy Tristan Olson – Chisago County Sheriff’s Office: Deputy Olson is one of CCSO’s most proactive deputies who focuses on criminal interdiction, which includes DWIs. Deputy Olson is assigned to the Patrol Division and is tasked with handling calls for service and emergency situations, but manages to fill his “down time” with traffic enforcement. Olson arrested a total of 31 impaired drivers in 2023 on top of his regular duties and additional duties of SWAT Operator and Field Training Officer. Olson also completed a “hat trick” by arresting three impaired drivers in one shift. (~Sergeant Jim Mott)
MADD HERO AWARD – Individuals selected for this award champion MADD’s mission, programming, and vision. They exemplify their community values in their efforts in DUI enforcement.
Officer Marco Miranda – Glencoe Police Department: Marco is an amazing law enforcement officer. I had the privilege of monitoring one of his cases, specifically an alcohol related DWI case, from start to finish, including all hearings. The case went through the Omnibus stage and the State won at Omnibus. The Implied Consent was challenged, the State won that as well. The matter ended up settling shortly after those Orders were filed and served, in which the defendant ended up pleading guilty.
In 2023, Marco had 26 DWI arrests; 12 of those in the City of Olivia and 14 of those in the City of Glencoe. To date, he has made five DWI arrests for the City of Glencoe in the year 2024.
However, he is so much more than an arresting officer. He is about helping people change. I personally know an individual who he sat down and had a conversation with and tried to help on a personal level, reminding her about how life and family is more important than turning to controlled substances. She now has her children back in her life, her CPS case has officially been closed, and she has been controlled substance free for a year and a half and has told me how she remembers back to how he reminded her how you can change! So she did! She has shown that her encounter with Marco had a big impact on her and not only because she expressed it verbally to me but also showing it physically. Some arrests may have been difficult for him to make but that’s why he would try to give advice as he could, with the hope of helping another person who struggles with chemical dependency make better choices. I believe there are more stories out there like that and he should be recognized for it.
I’ve had numerous conversations with Mr. Miranda regarding his processes on DWIs and I always enjoy an opportunity to learn and he is always willing to allow me that opportunity. We have an evening scheduled for me to go on a ride along with him. I already have all my questions ready and look forward to seeing his techniques on stops and his dedication to making a difference to the community. Whether working for small town Olivia, or working for Glencoe, his top priority is to make the streets safer and the community a better place by taking drivers, either drunk or under the influence of controlled substance, off the street, while also encouraging them to turn their life around. I have had a number of members of the community approach me to ask about how he has been since having moved from Olivia and how missed he is and what a great officer he is. (~Katianne Briese)
MADD ACHIEVEMENT AWARD – Individuals selected for this award have dedicated their career efforts and work to DUI enforcement and creating safe roadways. Their contributions stand out in their community and department/agency.
Trooper Gustavo Culbeaux – Minnesota State Patrol (2500): Trooper Gustavo Culbeaux has been with the State Patrol since May of 2018. Trooper Culbeaux has worked the overnight Dogwatch Minneapolis station for the duration of his tenure, and has displayed a work ethic that is unmatched. Trooper Culbeaux displays a passion for his work, and a drive and determination that should be commended. Each and every shift, Trooper Culbeaux patrols Minnesota roadways with the intent of locating impaired drivers, and removing this danger to ensure the safety of the motoring public.
In the calendar year 2023 Trooper Culbeaux removed 208 impaired drivers from Minnesota roadways. Trooper Culbeaux has earned the Minnesota State Patrol Eagle award 5 years in a row, for removing the most impaired drivers from Minnesota roads by any State Trooper in the entire state. His drive and determination have earned him numerous recognitions from the Office of Traffic Safety and MADD, and is a multiple-time DWI All-Star. Trooper Culbeaux has also been recognized by the Minneapolis City Attorney & Ramsey County Attorney for his professionalism, and the model witness he has become while testifying at hearings for impaired driving arrests.
Trooper Culbeaux has also entered the realm of teaching others as an SFST and DRE instructor. Trooper Culbeaux understands the importance of the work he does, and wants to make others successful towards that goal to make the roadways of Minnesota as safe as possible.
Despite having already been recognized throughout his career for his strong work ethic, he continues to exceed any imaginable expectation on a nightly basis. His efforts however are not limited to DWI and traffic enforcement. Trooper Culbeaux has played an integral role in the joint-powers agreement and assistance to the Minneapolis Police Dept. in 2023. The majority of weekends Trooper Culbeaux had signed up to assist in patrolling the city for a visible presence. Trooper Culbeaux has also greatly contributed to efforts in Street Racer enforcement. Zero-tolerance enforcement by Peace Officers such as Trooper Culbeaux are part of the reason the State Patrol’s enforcement efforts have been so successful in stifling this lawless and dangerous behavior. Trooper Culbeaux is clearly here to make a positive impact on Public Safety. (~Lieutenant John Fritz)
OUTSTANDING ROOKIE – Rookie officers nominated for this award made a difference in 2023 by going above and beyond in DUI enforcement. (*Rookie is defined as an officer with less than one year of service)
Officer Jacob Weldon – Inver Grove Heights Police Department: Officer Weldon began his career at the end of 2022. Since then, he has had a steadfast commitment to removing impaired drivers in the community he grew up in.
Despite an on-duty injury, and working some of the year on dayshift, he was able to make 51 impaired driving arrests in his first year as a police officer. His work quickly got the attention of his supervisors which resulted in him being assigned to the 2024 DWI Grant Officer position. These numbers and commitment are a testament to Officer Weldon’s work ethic, and passion for removing impaired and dangerous drivers from our roadways. He is constantly seeking feedback and pushing himself to become that much better at keeping our roadways safe.
Officer Weldon is shaping up to be an outstanding police officer with our agency, and truly embodies the mission of MADD. (~Sergeant Andrew Sharratt)
OUTSTANDING SERVICE – Peace officers nominated for this award made a difference by going above and beyond in DUI enforcement.
Deputy Cole Brownfield – Anoka County Sheriff’s Office: In 2023, Deputy Cole Brownfield made 67 DWI arrests. That number was 25% of all DWI arrests from our entire office for the year. He has displayed a unique passion for public safety while professionally representing the Sheriff’s Office during his continued efforts to combat impaired driving. (~Lieutenant Derek Peters)
Trooper Aitana Johnson – Minnesota State Patrol (2400): Trooper Johnson displays the above qualities for Outstanding Service. She has led District 2400 the last 2 years arresting 103 impaired drivers in 2022 and 105 impaired drivers in 2023. (~Lieutenant Michael Eck)
Deputy Corey Sammons – Douglas County Sheriff’s Office: Deputy Corey Sammons has been assigned to our agency’s DWI enforcement grant for the last few years. During his time in this role, Deputy Sammons has relentlessly pursued traffic violations and impaired driving offenses. His dedicated efforts to reducing traffic related crashes/incidents due to impaired drivers is certainly noted. I have heard numerous citizens that Deputy Sammons has interacted with comment on how professional he is, and also how his effective efforts have reduced narcotic and other illegal activity in our community. Deputy Sammons has been selected to the DWI All Stars on numerous occasions, and has also obtained the “hat trick” status of three DUIs in one shift, on numerous occasions. Deputy Sammons collaborates with other agencies within our community to assist him with the detection and prevention of drug and alcohol related offenses. He is a certified drug recognition evaluator, and utilizes his training nearly every shift. He also has been willing to assist and train other deputies and officers using his knowledge to expand his impact of reducing impaired driving. His role also requires numerous court appearances and dedication to assisting with the process from arrest to conviction. As a supervisor of Deputy Sammons, I continue to be impressed with his knowledge of evolving and changing drug trends, new legislation related to his position, and his overall positive effect on the patrol staff within our office, due to his proactive efforts. His commitment to excellence has a wide impact, and his efforts should be recognized. (~Sergeant Bob Peper)
DRUGGED DRIVING ENFORCEMENT – This award can refer to a law enforcement agency, group, or individual. The nominee(s) made a significant contribution in 2023 towards getting drugged drivers off Minnesota roadways.
Deputy Mike LaMee – Big Stone County Sheriff’s Office: Deputy LaMee has excelled in apprehending impaired drivers, specifically drug-impaired drivers. Deputy LaMee is a Drug Recognition Evaluator (DRE), obtaining his certification in 2022. Since that time, he has been proactively involved in arresting drug-impaired drivers. He has shared his knowledge, providing updates and training at office meetings. He is also willing to assist fellow departments and deputies by performing evaluations on suspected impaired drivers.
In 2023, Deputy LaMee led the Big Stone County Sheriff’s Office with 22 total DWI arrests – approximately half these arrestees were drug-impaired. His efforts led Big Stone County to be in the top ten in per capita DWI arrests for 2023. Big Stone County has a population of approximately 5,100 residents spread over 528 square miles – not a target-rich environment. Deputy LaMee is a road deputy, responding to calls for service throughout the day, and he is also subject to a rotating schedule – varying from days to nights. Despite the other calls and working shifts that may not be conducive to DWI enforcement, Deputy LaMee makes DWI enforcement a priority when he is working.
With the advent of cannabis legislation, Deputy LaMee aggressively enforced the DWI subdivision for impairment on cannabis. Deputy LaMee is also participating in the State’s Oral Fluid Pilot project.
Deputy LaMee has demonstrated exemplary service to his community and the State of Minnesota through his vigorous enforcement of the Minnesota DWI statutes.
(~Chief Deputy John Maatz)
Trooper Alexander Vukelich – Minnesota State Patrol (2100): Trooper Alexander Vukelich completed 39 DRE evaluations in 2023. Trooper Vukelich is proactive in the Drug Recognition Evaluator program and his passion for removing impaired drivers from Minnesota roadways is impeccable. He works closely with his allied partners to better detect drugged impaired drivers and assist them with DRE evaluations while completing outstanding reports. (~Captain Jason Bartell)
K9 EXCELLENCE – This award recognizes a K9 Officer, partner, or duo, who made a difference in 2023 by going above and beyond in DUI enforcement.
Trooper Kevin Wellens & K9 Charly – Minnesota State Patrol (2200): Trooper Kevin Wellens and K9 partner Charly removed 39 impaired drivers from Minnesota roadways in 2023. This number of arrests is significant when you compare the amount of time Trooper Wellens & K9 Charly were dedicated to other duties such as assisting other agencies, call response, other arrests, training and assisting the motoring public.
Trooper Wellens and K9 Charly recorded 1448 enforcement contacts and 912 traffic stops in 2023, including 10 narcotics related arrests; this all occurred while logging nearly 500 hours of dedicated training. Although the K9 training pulls him off the roads for longer periods of time, it is obvious that removing impaired drivers from the highways remains a top priority for Trooper Wellens and his K9 partner Charly. (~Captain Jason Bartell)
Deputy Adam Winter & K9 Rex – Becker County Sheriff’s Office: In 2023, Deputy Adam Winter had 48 DUI arrests and 13 DWI arrests, became a Drug Recognition Expert (DRE), and had two hat tricks. Deputy Winter is currently in a 12-week K9 training program with his K9 partner Rex. Rex is a 13-month-old German Shepherd from the Czech Republic. During the 12-week training, the duo is being trained in tracking, area searches, building searches, article searches, evidence recovery, narcotic detection, and criminal apprehension. After training is complete, Deputy Winter and K9 Rex will return to Becker County and work the overnight shift 6pm-6am.
(~Patrol Sergeant Ryan Aho)
OUTSTANDING LAW ENFORCEMENT AGENCY – Law enforcement agencies nominated for this award made a difference in 2023 by going above and beyond in DUI enforcement.
Anoka Police Department – Captain Tom Schneider: In 2023, the City of Anoka Police Department made 152 DWI related arrests for impaired driving between 18 sworn officers assigned to the patrol division while also taking over 23,000 calls for service. The Anoka Police Department is committed to and strives to ensure our roadways are safe through proactive and diligent enforcement efforts for impaired driving offenses. Officers with the Anoka Police Department are committed to working grant details to include Toward Zero Death grant enforcement on their off time to ensure that our roadways are safe for the citizens of not only Anoka but the State of Minnesota.
(~Officer Kevin Skinner)
OUTSTANDING RADIO COMMUNICATIONS OPERATOR – Operators nominated for this award show their dedication to saving lives on Minnesota’s roadways in their partnership with law enforcement officials, first responders, and community members by responding to, and directing, personnel on traffic stops, arrests, and crashes as they occur.
Operator Karley Wilkey – Minnesota State Patrol, Regional Traffic Management Center: Karley has worked as a Minnesota State Patrol Dispatcher since March 2019. Upon completion of her training phases, Karley was assigned to the overnight shift where she has been a full time employee for most of her time as a Dispatcher. Dispatchers have the arduous task of compiling all information from a 9-1-1 caller, and tailor it in a specific way to provide an output for law enforcement Officers; on this occasion, Troopers. Simultaneously, Troopers require resources while performing their job, which get echoed throughout all law enforcement radios and need to be relayed back to Troopers on the road.
What makes Karley standout in the performance of her duties, is the manner in which she goes above and beyond when it comes to getting Troopers to locate and stop a vehicle suspected of impaired driving. I have listened to many Dispatchers air information regarding “Driving Complaints”, and most of the time information aired is taken as “for information” or “situational awareness” only. However, when Karley fields a call regarding a driving complaint, she goes the extra mile by 1) eliciting as many specific driving conduct details from the caller, 2) looks at the asset map for any Troopers in the vicinity, 3) attempts to locate said vehicle via MN DOT cameras, 4) airs the driving complaint as an event with a follower (or following via cam) to any Troopers or other law enforcement in the area.
Karley’s efforts are notorious and well known throughout our agency. All Metro Troopers know that when Karley is on the job, she will more than likely lead a Trooper to locate a driving complaint, more often than not, leading to an impaired driving arrest. During 2023, Karley successfully led a Trooper to remove an impaired driver on at least 40 different occasions (all documented). It can be said that Karley engineered the effort which led to this successful apprehension/removal. The “40 occasions” do not speak to the amount of times in which Karley attempts to lead Troopers to locate the potentially impaired driver. There are definitely occasions when the caller is unable to follow, or the suspect vehicle is lost in sight, and/or any other unforeseeable events happen. Therefore, I can confidently say that Karley repeats these efforts multiple times per night, which have ultimately netted more than 40 impaired drivers removed from our roads (three to one ratio).
Karley’s efforts are a daily thing as she is never low in energy and always eager/motivated to remove an impaired driver. It can be said that she does more than ‘call taking.’ She comes to work looking forward to engineering the location and removal of impaired drivers. Her passion is palpable and her energy is contagious. Troopers know to field Karley’s driving complaints as the possibility of removing an impaired driver is great.
There have also been occasions that are not driving complaints. Karley is well aware of NHTSA stats indicating the days of the week and times of the day in which impaired driving is more likely to occur. As such, during these “peak” impaired driving hours, Karley has built a reputation for her ability to locate crashes via MN DOT cameras, and relay important information to Troopers responding. Karley has law enforcement training and previously served as a Community Service Officer for a local agency, and thus she utilizes her training/experience to make key observations for responding Troopers. Karley informs Troopers of who is seen exiting the driver side of the vehicle, how many occupants may be in the vehicle, what the driving individual is wearing (description), and, on occasions in which the driver attempts to flee, Karley has led the Troopers to the exact location where the fleeing suspect was located (most times impaired).
Not enough can be said about how instrumental Karley is to the location and removal of impaired drivers. Karley is our current ‘impaired driving’ gem in the Metro. We must also keep in mind that Karley works in the (arguably) busiest, or second busiest, PSAP center in the state. Karley streams and handles many calls which are not always of an impaired driving nature, which makes her efforts towards impaired driving more remarkable.
Karley is passionate about her job, enthused about removing impaired drivers, savvy with the technology at her disposal, keen with the evidentiary details, conscious for the safety of her Troopers, patient with all callers, and a great anticipator of resources. Karley often times submits video and audio requests in order to preserve evidence way before Troopers even think about requesting them. She is a great partner. There are many Dispatchers and there are always calls for service via 9-1-1. However, nobody is as unique, as sharp, or as effective as Karley is when it comes to removing an impaired driver. Karley has received many “thank you” emails from supervisors and Troopers – her efforts are unparalleled. Karley is a great asset to the State Patrol and she works in the right shift to exercise her talents. Karley’s efforts deserve to be recognized by MADD as she plays a key role in removing impaired drivers while also serving as a motivator to keep going, for her and her peers. (~Trooper Gustavo Culbeaux)
PROSECUTOR OF THE YEAR – Prosecutors nominated for this award show their dedication to saving lives on Minnesota’s roadways through their prosecution of impaired drivers.
County Attorney Kathryn Lorsbach – Clearwater County: Kathryn Lorsbach came to be our County Attorney a few years ago. Shortly after she arrived, she established a DWI court in our county to help reduce recidivism. Since the inception of the program, we have had numerous people complete the program and have been able to maintain sobriety. She aggressively prosecutes offenders and has continued to strive to educate herself and her staff on best practices for ensuring the safety of Minnesota roadways. She believes in fair administration of justice and is always quick to offer guidance when needed. She always fights for justice of victims affected by impaired drivers.
(~Officer Ken Olson)
YOUTH/UNDERAGE DRINKING PREVENTION – Named after Tom Keating, a lifelong educator, mentor and coach, this award focuses on individuals or agencies who worked in 2023 to implement youth prevention strategies.
Deputy Lavonte Hardie – Beltrami County Sheriff’s Office: Deputy Hardie has dedicated the last several years to DWI enforcement in Beltrami County and has been one of the top DWI officers in the state. Beyond his DWI enforcement, Deputy Hardie is also a DARE instructor for two different schools where he teaches youth about the dangers of drugs and drugged driving. He is a coordinator for the area’s Police Explorer program where he not only tries to educate and recruit youth into the field, but he does so in a way that exemplifies the importance of being proactive, hopefully instilling a proactive mindset into those entering the field. (~Captain Joe Kleszyk)
RECREATIONAL VEHICLE SAFETY – This award recognizes a law enforcement agency, group, individual, or community partner(s). The nominee(s) made a significant contribution in 2023 to reduce recreational vehicle alcohol and/or drug impaired operation.
Linda Dolan: Minnesota Toward Zero Deaths
Lisa Dugan: Department of Natural Resources
Linda & Lisa were crucial in the efforts to raise awareness surrounding MADD’s newest campaign focusing on Recreational Vehicle Safety. This campaign aims to educate communities on the dangers of operating boats, watercraft, all-terrain vehicles (ATVs) and snowmobiles, while impaired by alcohol or other drugs. Their partnership has helped the MADD Upper Midwest region, and the Recreational Vehicle Safety Campaign, take hold in Minnesota, providing education, awareness, and support for those impacted by substance impaired recreational vehicle crashes.
