A similar provision is included in the U.S. House-passed INVEST in America Act.<\/p>\r\n\r\n\r\n\r\n<p>This comes as the&nbsp;<a class=\"text-red\" href=\"https:\/\/www.nhtsa.gov\/press-releases\/2020-fatality-data-show-increased-traffic-fatalities-during-pandemic\">National Highway Traffic Safety Administration (NHTSA<\/a>) reports alcohol-related traffic deaths rose by 9 percent in 2020 despite vehicle miles traveled plummeting by 430 billion miles.
